HISTORY

In 1983 Dr Finegan had his first training experiences with law enforcement while serving a clinical rotation  at the Utah State Prison. After completing another year of training at the University of Minnesota Medical Center he graduated in 1984 with a Ph.D. in clinical psychology. Before moving to Maryland's Eastern Shore in 1985 he completed an additional year of fellowship training at the Texas Medical Center Research Institute of Mental Sciences in Houston. 

Experiences in treating trauma victims in India following the assassination of Ghandi in 1985 lead to an interest in psychological trauma. Additionally, hearing the first hand accounts of United States State Department Personnel dealing with the aftermath of the Beirut Marine Corp. disaster were early experiences that lead Dr Finegan toward a specialized interest in serving organization and individuals that protect society.  Over the years he has progressively dedicated more time to serving the special needs of law enforcement. 

In 1993 Dr. Finegan's psychological and psychiatric practice developed the first formal relationship with a police department providing applicant selection services and psychiatric care for impaired officers.  Providing Fitness for Duty services for the Maryland State Police followed.  With additional training by the Maryland State Police in critical incident debriefing with police officers the range of services provided and the number of police departments served expanded. 

With the addition of a psychologist who served with the US Navy Seal Teams the practice began obtaining skills and training in the application of psychological principles to critical incidents.  Dr Finegan in recent years has obtained hostage negotiation training from the FBI. He is a member of the hostage negotiation team for the Ocean City Police Department.
